Once all files above already downloaded, put it at the same folder. For example c:\recovery
Then, enable developer options on your Moto Z Play. (Go to Settings - Tap 7 times at build number until you see you are now a developer.)
Then, enable OEM unlocking.
Enable USB debugging.
Now turn off Motorola Moto Z Play.
Then enter Moto Z Play to fastboot mode. (Press and hold Power Button + Volume Down).

Now, connect Motorola Moto Z Play to the computer via USB cable.
Now open command prompt at this folder (c:\recovery), how to do it.

Press and hold shift key on keyboard.
Then right click at empty space - select open command window here.

Now type the following command below, This command will test whether ADB is working properly. If the test is correctly it will return to list of devices attached.

Then, the type the following command below to flash TWRP recovery

Change recovery name with the recovery name you just download at step 4 above, for example.

Once flashing process successfully you will see OKAY on command prompt window.

Now, back to your phone fastboot menu. On this screen use volume down or volume up to select menu and power button.
Now select Recovery Mode.

Your Moto Z Play screen will say that your bootloader is unlocked and can't be trusted.
It will display menu in Chinese language, so you can select the button designated by arrows shown at this picture below. It will select the language.

On the next screen select English, and screen will back to password prompt.
Now enter the password. It's the same password that you put to encrypt Moto Z Play. When you set up the factory reset.
Once password correctly input, you will see the main menu of TWRP recovery for Moto Z Play.
